  • Sacramento IT Professionals Negotiate New Agreement!

    UPEC is pleased to announce that UPEC members of the Sacramento County Information Technology & System Professionals Unit, consisting of almost 300 IT professionals, ratified a proposed new agreement that will now go to the County Board of Supervisors for approval on June 19th.

    Highlights of the new contract include:

    • 3 year term.
    • Salary increases of 3% Year 1, 2-4% Year 2 and 2-4% Year 3.  This guarantees a 7% to 11% increase in salary over the next 24 months depending on the increase in inflation measured by the Federal Bureau of Labor Statistics and reported as an increase in the CPI (Consumer Price Index).
    • A new 2.5% differential for attaining a Master's Degree in IT related studies.
    • Out of Class Assignment Differential to be applied to paid leave.
    • A bargaining committment on the implementation of an upcoming Classification Study to restructure certain of the IT classifications in the Unit.
    • A committment to negotiate to select a customized list of comparable agencies to guide future negotiatioins.
    • "Fending Off" a county proposal to reduce overtime compensation from 1.5 to 1.0.
    • A number of clarifications and cleanup of various areas including advance notice of changes in work location and work hours, standby pay and call back, sick leave, family death leave and parental leave.

    The only downside to the situation is an increase in pension costs that will be partially passed on to employees automatically, whether we have a new agreement or not, as the Sacramento pension system deals with lower than expected investment returns over prior years and longer life expectancy of retirees.  These are the same issues confronting our other City and County units that are participating in PERS.

    Our successful effort was enhanced by a committment to member communication using a combination of email, SurveyMonkey and member meerings to make sure the Team reported to and took direction from our members  throughout the bargaining process.  Another "best practice" utilized by the Team was to send out a draft "red line" version of the proposed new contract in advance of a secret ballot voting process to make sure members saw exactly what they were voting on.
