SACRAMENTO - Controller Chiang Forced to Act Due to Near $3 Billion Deficit by End of July.
Without action by the Governor and Legislature to stave off a severe cash deficit of almost $3 billion at the end of July, the Controller will be forced to issue individual registered warrants, also called IOUs, beginning July 2. A protracted stalemate over budget solutions will only increase the cash deficit to a projected $3.7 billion in August, and $6.5 billion in September. Payment delays, like those used in February to manage a smaller cash crisis, will not provide sufficient resources to meet the State’s obligations.
A registered warrant is a “promise to pay,” with interest, that is issued by the State when there is not enough cash to meet all of the State’s payment obligations.

If there is sufficient cash available, registered warrants, or IOUs, will be paid by the State Treasurer on October 2, 2009. If the Pooled Money Investment Board (PMIB) determines there is sufficient cash available for redemption at an earlier date, they may be redeemed earlier than October 2, 2009. These IOUs are issued in the place of regular warrants, or checks. The interest rate, set by the PMIB on July 2, 2009, is 3.75% per year.

The State Constitution, federal law and court orders protect education, debt service, state payroll, pensions, In-Home Supportive Services and Medi-Cal providers. In July, those payments will be made with regular, or “normal,” warrants.  However, due to the cash shortage, the State has no alternative but to issue registered warrants, or IOUs, to private businesses, local governments, taxpayers receiving income tax refunds and owners of unclaimed property.  Registered warrants are issued in the same manner as regular, or normal, pay warrants, and will be issued on the same day a normal warrant is scheduled to be issued. Registered warrants, or IOUs, are legal negotiable instruments that are paid with interest.

Registered warrants are identified by the word “REGISTERED” printed on the face of the warrant. They also contain a special endorsement stamp on the reverse side

Lassen County Rejects Units No Increase Proposal

On May 14, 2009 the Lassen County General Unit endorsed a proposal to the County for a one year extension to the current contract with no changes or requests. The members of the General Unit felt that the proposal would assist the County with the upcoming budget. The General Unit proposal was quickly followed by like proposal’s from the Road Department Association and the Lassen Association of Managers and Professionals. On June 19, 2009 the Union was notified that the proposal’s had been rejected by the Board of Supervisor’s. 

The County spokesperson has advised the bargaining units that they would be setting a time and date to start negotiations in the near future. As of the writing of this article the Union has not been contacted by the County.

2009 UPEC Scholarships Awarded

REDDING - The United Public Employees of California (UPEC) Local 792 is excited to announce that four scholarships were awarded on June 27, 2009 at the UPEC Leadership Conference. There are four $500.00 scholarships awarded to senior high school students. “We are proud to be able to support educating our youth and helping our members become leaders in our union”, said Business Manager Chris Darker. The UPEC Executive Board provided start-up funding to get the program off the ground this year. The fund has already exceeded expectations and has funds for 2010. 

2009 Scholarship Award Recipients

Thomas Bottyan
Thomas graduated from Shasta High School in Redding, CA. His mother, Andrea Bottyan is a member of the Shasta County General Unit. Thomas is planning on attending UC Davis to study Biology.

Bianca Ramirez
Bianca graduated from Willows High School in Willows, CA. Her mother, Olivia Ramirez, is a member of the Glenn County Mid-Managers Association and her father, Baduel Ramirez, is a member of the Glenn County General Unit. Bianca is planning on attending San Francisco State to study Communication Studies.

Katie Tenneson
Katie graduated from Trinity High School in Weaverville, CA. Her mother, Renie Tenneson, is a member of the Trinity County Management Confidential Unit. Katie is planning on attending Humboldt State to study Range Land Resources.

Caelan Urquhart
Caelan graduated from Carmel High School in Carmel, CA. His father, Kevan Urquhart, is a member of the Monterey Peninsula Water Management District General Unit. Caelan is planning on attending USC to study Business.

UPEC Local 792 would like extend thanks to the 2009 Scholarship Committee for their hard work and dedication throughout this process. The Committee was comprised of Christine Perry, Thomas Pringle, Michael Cottone, and Cinamon Pitts. Thank you to the UPEC Local 792 Executive Board and our Business Manager, Chris Darker, for their continued support of educating our youth and helping our members become leaders in our union. UPEC Scholarship Golf Tournament

REDDING - The First Annual United Public Employees of California, Local 792 Scholarship Fund Golf Tournament was a great success.  We had 32 players participate.  Each team of 4 players was named after famous Union Labor Leaders.  Each team was required to know the significance of the name of their famous Union Leader or they paid a donation to the scholarship fund.  Congratulations to players Bob Purcell and Rocco Davis from LiUNA for knowing all the team names.

The event was held at Gold Hills Golf Course in Redding, California.  Special thanks to their staff for supplying the players with cold towels while playing on the 100+ degree day.  Thank you and congratulations to all the players.
