About UPEC
The United Public Employees of California (UPEC) Local 792 is affiliated with the Laborers International Union of North America (LIUNA).
LIUNA is an International Union of more than 800,000 working men and women with affiliated local unions in every state in the United States, and every province in Canada. More than 100,000 LIUNA members are organized in Public, City, County, Healthcare, State, Special District and Federal Agencies.
LIUNA is truly an International Union respected by all of organized labor throughout the world. LIUNA recently celebrated its 100 year anniversary on April 13, 2003. LIUNA is one of the few International Unions who recognizes the importance of organizing the public sector and healthcare. In the 1996 convention, delegates from every local union voted to form the LIUNA Public Employee Department and assigned international staff to work on the representation of the hard working and dedicated employees of the public sector and healthcare.
UPEC is a proud affiliate with over 18,000 public employee and healthcare members throughout the State of California. UPEC Local 777 represents over 9,000 employees in Southern California in areas such as Los Angeles, Pasadena, Burbank and Riverside County.
UPEC Local 792 was founded on June 26, 1995 in Redding, California under the leadership of then International Vice President and Regional Manager Mason (Max) Warren. Local 792 had humble beginnings with just 60 members and 1 full-time local representative. Since the beginning, Local 792 has built one of the largest and most respected public employee locals in Northern California. UPEC represents approximately 4,200 working men and women which include two of the largest employers in Shasta County. Our geographical area stretches as far north as the Oregon border, east to the Nevada border, west to the Pacific Ocean, and South to San Francisco, Milpitas and Monterey.
UPEC employs a professional full-time staff to represent employees in labor negotiations, all levels of disciplinary process, including administrative hearings, personnel boards and arbitrations. UPEC believes in building strong Labor and Management committees that promote positive relations and result in effective policy for the workers we represent. We believe that our members should have a full-time paid professional to represent their interests when the need arises. The local staff is hired by the Business Manager with the confirmation of the Executive Board. The local headquarters is located in Redding and is home to all of the staff except for our Law Firm located in Sacramento and our South Bay Area Labor Representative who works out of the east bay area.

UPEC works with a number of State and Federal Agencies to resolve issues in the workplace.
